Manage a successful law practice combining complex transactional and litigation skills.

Litigate landlord and tenant issues in state court, including forcible entry and detainer, Chicago Landlord-Tenant ordinance, and related matters.

Litigate mortgage foreclosure defense claims during current housing crisis, including negotiating settlements, handling short sales, and staying equitable action against mortgagors.

Handle probate matters including administering decedent’s estates, drafting wills and trusts, initiating guardianships for adults, minors and disabled persons, and creating special needs trusts for disabled children and adults.

Handle bankruptcy matters under the new bankruptcy laws.

Sue and defend in commercial litigation matters, including contract actions related to suppliers, builders and other litigants.

Litigate matters related to condominium and home-owner associations.

SENIOR BOND COUNSEL 1998-2004
Illinois Finance Authority

Managed the yearly issuance of municipal bonds for a large bond issuer, thereby increasing the organization’s revenue.

Worked with outside bond counsel, issuer’s counsel, investment bankers and others in order to issue tax-exempt bonds, thereby making needed capital available for a host of projects for school districts, local governments and private entities.

Issued revenue bonds for manufacturers, healthcare providers, charter schools, solid waste disposal companies, distressed cities, and clean water utilities, thereby making capital available for a variety of public and private uses.

Worked with bank trustees in order to monitor arbitrage reporting, to comply with SEC Rule 15c2-12, and to track other issues related to a large bond portfolio, thereby increasing investor confidence in these tax-exempt securities.

Managed outside counsel in audits and investigations by the Internal Revenue Service and the Securities & Exchange Commission, in order to better retain the integrity of the issuers bonds in the secondary market.

Serving as corporate secretary, responsible for corporate organization, board meetings, quorums, qualification of officers and board members, and compliance filings related to the organization, thereby ensuring proper procedures and valid board action.

ASSISTANT GENERAL COUNSEL 1991-1998
Illinois Department of Human Services 

Worked with Illinois Department of Central Management Services in personnel and collective bargaining negotiations.

Worked with Illinois Attorney General's office defending discrimination, personal injury, wrongful death and other claims against the Department.

Co-managed large litigation docket, thereby more significantly reducing exposure to the agency.

Managed state-supported municipal bond issues for providers of human services, thereby better enabling providers of services to mentally ill and developmentally citizens to access needed capital.
